Assistant General Counsel

Jen Cooper currently serves as Assistant General Counsel for the Indiana Management Performance Hub (MPH), leading the state's data analytics agency in navigating a complex landscape of data privacy and security regulations. In this role, Jen plays a pivotal role in minimizing risk exposure through meticulous legal advice on business operations, data sharing, and data products. Additionally, she facilitates collaboration among state agencies and external stakeholders to foster informed decision-making and policy formulation.



Jen's commitment to ethics and fair information practices extends to supporting the state's Chief Privacy Officer and Chief Data Officer in AI governance initiatives. Her expertise and dedication ensure that these efforts are rooted in ethical principles and responsible data practices.



Prior to her current role, Jen served as the State Ethics Director, fostering a culture of integrity within the state government. As the chief legal advisor and director of the State Ethics Commission, she played a critical role in upholding ethical standards and ensuring compliance with relevant regulations.

Since 2021, Jen has served on the Board of Directors of Government Women in Technology (GWIT). This organization, founded in 2020, provides a supportive ecosystem for women in tech, offering mentorship, advocating for their advancement, and encouraging them to take risks and navigate impactful careers.



Jen's holds a Juris Doctor degree from the Robert H. McKinney Indiana University School of Law and an undergraduate degree from Loyola University Chicago.
