Chief Privacy Officer & Director, Enterprise Data Office

Kirk Owen is privacy, analytics and data governance professional with over 12 years’ experience in Ontario’s public sector health system. Kirk is currently the Chief Privacy Officer & Director, Enterprise Data Office at a large community hospital in the Greater Toronto Area; and has held increasingly senior roles in both other public hospitals and a Provincial agency. His portfolios have included Privacy, Release & Freedom of Information, Health Records, Patient Access, Coding, Decision Support, Business Intelligence, Case Costing, as well as interim oversight of Finance functions. He ensures that sensitive personal health information is protected in its life cycle from collection, through analysis, to actionable insights informing patient care and system design.

Kirk is a licensed Private Investigator in the Province of Ontario. He holds a Master of Laws in Health Law from Osgoode Hall, a Master of Health Administration from Dalhousie University, and an Honours Bachelor of Business Administration from Trent University. He has completed additional micro- and full certifications in Data Ethics, Interprofessional Health Education, Data Science and First Nations Information Governance Principles. He has been a Certified Health Executive with the Canadian College of Health Leaders since 2012 and is a Master Access and Privacy Professional with the Privacy & Access Council of Canada.

Kirk first earned his CIPP/C with the IAPP in 2013, and has subsequently earned CIPM, FIP and AIGP certifications.
