James Burd is the Chief Privacy Officer at the U.S. Cybersecurity and Infrastructure Security Agency (CISA) and Chief of CISA’s Office for Privacy, Access, Civil Liberties, and Transparency (PACT). James is CISA’s first privacy officer and responsible for ensuring the incorporation of individual privacy, civil rights, and civil liberties protections into the management of a safe, secure, and resilient infrastructure.

 

James has over fifteen years of privacy and data governance/management experience, dealing with issues in cybersecurity, physical security, emergency communications, federal law enforcement, intelligence, biometrics, and surveillance. His work in this space includes public-private collaboration, information sharing, policy making, operational strategy, privacy engineering, and regulation/rulemaking.
