About the IAPP

Jussi Mäkinen is a Finnish legal and policy expert specialising in EU data and digital regulation. He currently serves as Director for EU Regulation at Technology Industries of Finland, Finland's biggest NTA representing the whole technology sector of Finland. He leads a team of professionals engaged in strategic advocacy on digital and data-related legislative dossiers within the EU. Jussi and Technology Industries of Finland team have been active players in discussions leading to the Data Act and the AI Act. He is also active in European trade associations DIGITALEUROPE and Orgalim.

He is a member of the European Commission’s Expert Group on B2B Data Sharing and Cloud Computing Contracts, contributing to the drafting of Model Contractual Terms and Standard Clauses under Article 41 of the Data Act. His regulatory expertise spans data protection, copyright law, digital platforms, and digital element of human rights.

Jussi is CIPP/E-certified and holds an LLM from the University of Helsinki. He has served on the Finnish Copyright Council since 2014, with a focus on digital policy perspectives.
