About the IAPP

Raúl's legal experience lies in the areas of Information Technology Law and Data Protection. His practice focuses on the relationship between law and technology. Specifically on the negotiation and contracting of technology, electronic commerce (E-Commerce), telecommunications, digital marketing, data protection, documentation and electronic signature and interoperability.

Raúl's career began in the Ministry of Economy of the Government of Chile in charge of the Legal aspects of the Digital Agenda, from which he was responsible for coordinating the work for the legal framework of the document and the electronic signature. Subsequently, he served in the Undersecretariat of Telecommunications, where he led the Telecommunications Development Fund, entity responsible for subsidizing the Projects to Provide Internet Service to rural areas of the country. After a few years, he returned to the Ministry of Economy to conduct the preparation of the Draft Bill that modifies the Law on the processing of personal data.

For 10 years, he is a partner of Gutiérrez and Arrieta Abogados, an office specialized in the relationship between law and technology. From there, he advises different unions and companies in personal data protection.

He is a member of the Chilean Bar Association, Former President of the Chilean Institute of Law and Technologies and Professor of Data Protection at the Law School of the Central University of Chile.

It was incorporated into the Chambers and Partner Latin America 2020 Ranking in the Telecoms, Media, Technology Category.
