About the IAPP

Section Chief (SC) Todd Hemmen heads the FBI Cyber Division’s Technical Analytics and Operations Section. In this role, SC Hemmen leads the Cyber Division’s efforts to develop and deploy world-class capabilities to support the FBI’s mission to impose risk and consequences on cyber adversaries. SC Hemmen oversees operational support capabilities which enable investigative teams to analyze large and complex sets of data, respond to cyber incidents, collect valuable evidence, and disrupt adversary infrastructure. SC Hemmen entered on duty with the FBI in 2004 and has worked in a variety of investigative and supervisory roles across criminal, national security, and cyber programs.
