Brian Scarpelli

Brian Scarpelli is the Senior Global Policy Counsel at ACT | The App Association, where he represents the small business technology developer community on a broad range of policy issues, including artificial intelligence, standards, competition, intellectual property, privacy, cybersecurity, and digital health. He also serves as Executive Director of the Connected Health Initiative, advocating for policies that advance digital health innovation. With over 15 years of experience in technology policy, Brian has previously held key roles at the Telecommunications Industry Association and the District of Columbia Public Service Commission.
Brian is an active member of numerous influential organizations, including the Federal Communications Commission’s Communications Equity and Diversity Council, the Internet Governance Forum’s Policy Network on Artificial Intelligence, and the Organisation for Economic Co-operation and Development’s Data Free Flow with Trust Experts Community. He holds a Juris Doctorate from Western Michigan University Cooley Law School and a B.A. in History from Albion College.
